Red-X
LV: 1. Subject is confirmed through various sources to act out of self-interest rather than any megalomaniacal based behavior. Subject has no confirmed kills reported, despite their capacity to inflict harm.
Classification: Technical. Subject displays impressive hand-to-hand and other close quarters combat skills. They wear a sophisticated powersuit which grants them an array of minor 'power-like' abilities to round their overall capabilities out. A Jack-Of-All trades as it were.
Threat Level: Minimal. For the above reasons, target should only be considered a threat when directly engaged. Red-X has not been reported to cause any severe or lasting injury to potential captors and likewise has not posed a threat to the public at large.
Rapture
LV: 1.5. Subject has been reported to have a strong inclination toward violence, yet it is unknown as to whether or not they have killed or not.
Classification: Supernatural. Subject has been viewed transforming, altering their physical appearance and abilities. In addition, they recieve weapons specific to each form which may indicate a possible magical nature.
Threat Level: Minimal+. While clearly more violent and dangerous than that of Red-X, reports thus far have not yet revealed any confirmed deaths. it is my professional opinion that the subject is definitely capable of it if it serves their purpose. They should not however be considered a threat to the public at large, as of this time.
Hansel Alexander Morte
LV: 1.5. Subject is not violent by nature but does work for an organization reported to handle a wide array of supernatural beings as they see fit.
Classification: Supernatural. Subject appears to be something of a necromancer, and has recieved professional training under their service to PSI.
Threat Level: Minimal. Subject is not a danger to the public at large, and has assisted local law enforcement and even DOMA. Additionally, Hans investigates supernatural occurences before any decisions to take extreme force. Possible recruitment candidate.
Verdant Gale
LV: 1. Subject is more lighthearted than dangerous, and does not appear violent by nature.
Classification: Insufficient information. It is speculated to not be technological, due to subject's ability to utilize the winds.
Threat Level: Is one of the more helpful of the lesser known vigilantes. Supports police and other local vigilantes in protecting their city. Their grandstanding however leves room to speculate as to their true intentions. Due to their appearance as a 'kid dressed up like a superhero' it is not reommended to recruit, however it should not be completely disregarded.
C.A.P
LV: 1. Subject is designed to be a warmachine, so their capacity to injure is great. No confirmed kills as of yet, however.
Classification: Technical. C.A.P is primarily a sophisticated Artificial Intelligence whose capabilities are not yet fully classified. Being constrained to their physical body greatly limits this theoretical danger considerably.
Threat Level: Moderate. Due to the subject's barely hidden contempt for organic life or humans in particular, combined with their current arsenal, C.A.P should be respected as the warmachine he is. With that in mind, it is recommended to not leave him to his own devices and to give him purpose with recruitment.
