Powers: Eternal Youth - The real Hunter died long ago. When destroyed his body reforms like ripped pieces of paper filling back into place - almost like a puzzle. He does bleed however, this effect only occurs if parts of him are completely destroyed. If magic is nullified he can be killed until the magic nullification is removed but will return to his youthful state once the nullification ends.
Speed Physiology - Hunter has been magically induced with super speed reflexes, thinking, and movement. He can run and move at speeds reaching 800 mph at top level. While not connected to the speed force he is able to bend the laws of physics to his will. He can vibrate his body and run at breakneck paces without ripping his skin, clothes, or breaking bones.
His body is magically protected by his curse from natural effects that would normally cause him not to perform such feats and abilities. He also lacks the weaknesses of true speedsters, such as constantly being hungry or being too cold to run.
Skills: Bi-Lingual somewhat, farmhand experience, exceptionally skilled athlete.
Weaknesses: He is human and can be killed through normal means, even if momentarily. Pain affects him the same way as other human beings, as does venom and poisons, etc. It's only once his body reaches its breaking point does it repair. Therefore gun wounds and other sorts of injuries heal on their own only upon death or loss of the limb (bleeding out).
All of his powers come from magic spells. Therefore he can be stopped by objects and abilities that stop magic.
Even though he has super reflexes and thinking he makes mistakes. He can be punched or hit normally and caught off guard.
He fears being paralyzed or frozen. Being locked up or held down. He has an extreme phobia of these things. Doing so will cause him to hyperventilate, his entire life has been him accepting a much slower reality.
His strength level cannot increase due to him being stuck in a teenage body. Therefore he is weaker than a fit grown man, no matter how hard he trains.
Being immortal makes him careless, he doesn't always watch his surroundings; land mines, traps, etc are huge issues for him.
If reunited with both parents he will age nearly a century within a moment. This can be done by showing him a picture, showing him both their skulls, or taking him back in time to when they were alive or even resurrecting them, all he has to do is look upon them.
Is wanted by police everywhere except Jump City and California.
He cannot instantly jump to top speeds or even maintain them for very long. It does exhaust him to go beyond 400 mph for prolonged periods. Extended periods of running exhaust him like it would an Olympic athlete running 2 miles or more.
Being over a century old did not improve his intelligence too much. Beyond knowing of past events, he's not too much of a brainiac.

Personality: He is often moody and bored out of his mind. He tried being heroic for 20 years back in the 1920's, it didn't pay enough. He has no interest in heroics. He does however seek thrills. He's not much of a people person - they're too slow. Everything is too slow. Even he is too slow, he hates how slow he has to talk for someone to even hear his thoughts. Sometimes he'll recall an ability, skill, or place he's been too at random or during the moment of it becoming relevant again. He's done so much and been so many places he's forgotten most experiences. He's not keen to fight or do anything for anyone, he prefers leaving for sure but will if it's a means to an end.
Strengths: Cunning, undetectable, leader ship qualities, can paint and complete critical thinking tasks in seconds.
Interests/Habits: He steals every chance he gets. He can perform numerous acrobatics, feats of artistic and mental ability with ease. Years of wandering have given him many skills physically and mentally. One example would be solving a rubix cube in 3 seconds (without speed enhancement) because he has done so over the years over 408 times. He's actually done so much he's forgotten many of his skills until it comes up again.
===PERSONAL BACKGROUND===

History: Hunter was a thief from a young age living in Victorian times. He would often pick pocket passerbys taking coin purses, jewelry, and food. The boy was quick. He was always chased but rarely caught. Fit adult men had a hard time keeping up with the young lad.
The Rose family were young - in their teens, and his mother was even called the most beautiful woman in the village. Being so young made raising the child that much more difficult. Hunter's parents didn't know what to do with their son. No matter how often they punished him or tried to reason, he kept stealing and running off. It was becoming such a problem the townsfolk began calling boy, The Runaway.
Hunter's mother became desperate, the police were warning the mother that if whippings and warnings were ineffective they would begin treating her son like a criminal. Distraught the mother seeked the aid of a traveling old gypsy she met in the market.
The gypsy promised his mother she could solve her problem. The mother offered payment but the gypsy demanded his mother's beauty. The mother offered her beauty, not truly understanding the cost. The gypsy promised that the boy would wish he could never run away again. The next day Hunter found himself getting faster, or rather from his perspective the world was getting slower.
The boy loved his new found gift for a few weeks. He was so engrossed with his ability to move fast that he didn't even notice his mother's failing health. Every day he grew faster his mother grew more withered. However after a while the speed from which he could move seemed to be a burden, he could not slow himself down or speed up time. Talking, interacting with people, watching birds fly - it was all taking too long! The boy began to hate being so fast the world was too slow for him, moments were minutes, minutes were hours, and hours seemed like days. Not to mention his mother was unavoidably ill now and she looked like a walking corpse.
On the day of his mother's death she told the boy what she had done. Enraged, young Hunter searched far and wide for the gypsy. He was determined to make her reverse her spell and bring back his mother from the grave. What he found was a young woman, one that looked exactly like his mother.
He demanded she undo the spell but the gypsy turned him away. Further enraged the boy grabbed the gypsy, and ran her to his mother's body before she could utter a word. There, in front of a crowd of people she was accused of being a witch due to the likeness to his mom. The gypsy was captured by the mob - tortured, crucified, and finally burned. However during all her torture she vowed revenge on Hunter. She cursed him to take his father's youth and to forever live with the regret of both parents until he was reunited with their faces.
The same death sentence that befell his mother, befell his father. He had gained the curse of speed and eternal youth. After the death of his father he burned his home to the ground and ran away.
Centuries have passed and the boy still curses life, curses having to live with the slowness of reality. So he sticks to what he's good at, stealing. He's wanted in nearly every country in the world now and has fled to the last remaining city on Earth that he can blend in, Jump City, California. A new nation that has no record of his crimes.
