Weapons Training - Butcher has been trained in just about every type of weapon out there, with a focus on guns and explosives. Knives, swords, and any other martial weapon are child's play to her too.
Hand to Hand Combat - Butcher is a complete master of Krav Maga, a hand to hand style focused on efficiency and ruthlessness. She is unmatched in this type of combat, and generally it's impossible to beat her without a super power, weapon, or clear advantage.
Infiltration - Butcher went through intense training to become a master of stealth. Where there's shadows, she can find a spot to hide. This skill also lets her break into almost any sort of building she wants without detection.
Tactician - Trained in anti-supe tactics and usually has a plan for every one that she faces. That said, plans are only as good as they can be. Supes always have an edge.Abilities

Her coat is loaded with weapons, from two desert eagle handguns to knives and back to simple things like flashlights. She generally carries a variety of grenades on her as well. Some explosive, others tear gas or smoke grenades. Since she's not stupid, there's a compact gas mask in her coat to be able to breathe in the gases. She also carries flashbangs as well. She uses full metal jacket rounds in her pistols, which are specifically designed to pierce through the flesh of supes that have higher endurance than most. Generally, they'll go through and through anyone with less than five tons durability, and hurt like hell to anyone that's below ten.
She almost always wearing fingerless gloves that have brass knuckles sewn in to make her that much more efficient in hand to hand combat.
Though this is her usual gear, on high profile outings she is capable of bringing more heavy duty guns. She has little trouble updating her armory with her connections.
People that know Butcher generally try to avoid her. She's not a friendly person, not anymore. She's always on a mission, and the mission always comes first. Before love, before friendliness, before even her own basic needs. This fact often robs her of sleep and relaxation, though she does keep a bit of a drinking problem. She tends to push people away unless they help her complete her mission of vengeance.
When she does settle down though, whether it's because she's playing the waiting game or recovering from an injury, she finds joy in simple things. Cards, dice, classic rock n' roll. She's always snarky and rude though, so finding people willing to hang out with her is hard.

Rebecca Telford, daughter of Richard Telford, was from a military home. Her father was grooming her for the service since the moment she was able to walk. Teaching her hand to hand combat and keeping her in incredible shape. It helped that she seemed to be a prodigy. The type seen once every hundred years. At first, she liked it. A lot. It was her calling.
When she turned 18, she was immediately entered into a special training course. Designed by governments internationally, with United States at the head. It was designed to kill super powered people. "Supes" as they called them. They were trained in how to exploit weaknesses of specific powers, attack with great strength without ever being seen, and in general... terminate any rogue villains.
She bought into the propaganda. It wasn't hard to, not with super villains running around and making a mess everywhere. Supes were a dangerous breed, and left unchecked they could easily take over the world. Regular humans needed to be prepared to fight back.
In her first deployment, she made a name for herself. She had a complete success rate, and was even capable of succeeding in missions others deemed suicide runs. She was awarded medals, and granted US citizenship for her heroic deeds... even though she wasn't allowed to take any of the medals home. The team was top secret, there was no way they were letting her have proof that she'd ever joined it.
After her first tour, she was on leave and met a man. Billy Butcher. He was a member of the CIA in charge of handling relations between metahumans and civilians. She fell for him quickly, and started to question if she was right to fear the Supes as much as she did. He convinced her not to redeploy. She didn't mind much. He made more money than they could spend and a specialty soldier like her had done rather well for herself. She was ready to leave that life behind.
When they had a kid, it was the most wonderful thing for them. Rebecca Butcher now, she was settled down and happy. Truly.
All good things, though. A terrorist organization thought that Billy Butcher was doing a poor job representing the metahumans as the climate was growing less friendly towards them. They sent a hit squad to the Butcher residence. Rebecca was out buying groceries, and when she returned to see the mess... something inside of her broke. The unnatural scorch marks on the walls proved that this was not done by regular humans.
The police investigation got the surveillance footage. They said it was a radical metahuman group that was behind the attack. No faces were shown, just that one had fire powers.
Now, she's devoted to finding whoever organized this and ridding the world of all Supes. They were scum anyway.
