Water/Steam Manipulation: Miley can control water that is in a 20 ft range, doesn't in size exceed that of a common sports car, or exceed 3 tons in weight. She can move the water in the air up to 50 mph but the more she controls the sower it moves and the slowest it will go is a fast jog of a normal human. Miley to control the water needs to aim a limb (Or her tail.) at the water she wants and imagine how much she wants of it and snap her fingers then snap them again while thinking of what water she no longer wants to use to stop using it and let it fall to the ground. (If it leaves her 20 ft range the water will fall down to the ground like rain.) The water is always constantly moving when she starts to control it but instead of needing to snap and jerk it around like fire she just has to move her limb and body to manipulate the water into going where she wants it to go. Thought the larger the mass of water she controls that harder it becomes for her to make sharp turns, also she needs to focus on the water when moving it because if she stops moving and doesn't think about it the water will stop being in use and rain down to the ground. (This all works the same way for steam.)
Water/Steam projection: Miley can produce her own water and steam (The steam would be able to cause minor burns.) but she can only make total enough of each that equals up to the mass of herself at a time. When creating it it seems to appear out of nowhere around the palms of her hands and floats in place for about 3 mins (It can only be idle for 3 mins or it rapidly evaporates.) until it Rapidly evaporates or until she starts to manipulate it. It will also Rapidly evaporate if she gets out of 20 ft from it.
Water/Steam Form: Miley can turn into either water or steam for up (She cant switch back and forth she can only be in one or the other each time she goes into this form.) to 3 mins then has to wait 3 mins before going back into one of these forms again. When in these forms she is not affected by broken bones and does not bleed but will hold the wounds when she changes back and then at that point be affected by them. While in the water form she is able to breath under water and swim under water up to 50 mph. In her Steam form physical blunt attacks do half damage and she can go through small cracks in things along with fly up to 40 mph. but in both forms she takes (The original damage divided in half. Take that result then add it onto the attack damage you are about to do to do 1.5 damage rather than 1. (Best way i could describe it sorry.)) from both ice/cold and fire/heat damage.

While in her full breed form she can do the following;

Fire Manipulation: Miley can control fire to where she can make it move in the air at a fast running speed of a normal human with a 20 ft range. If she makes it move out of this range when controlling it the fire will disperse and disappear even if she didn't make the fire. One Miley starts to control the fire by holding her hand(s) at it and moving her hand(s) in one direction then snapping making it move in that direction it keeps going in that direction. She can make the fire go in any direction she wants but has to move her arm in that direction/fashion meaning if she makes an arc with her hand then snaps her fingers the moment she snaps her fingers it will make an arc in the same fashion but stay going in the same way it was before. Miley can separate the fire into 2 and control it with one hand making they fly parallel to each other or use her other hand to control the 2nd fire. To split it into 2 she just starts using 2 hands to control the fire them move her hands like shes tearing the fire in half before snapping to pull them into 2 parts. Miley can control enough fire that is equal to in size to a common sports car.
Fire projection: Miley can shoot out fire from any limb on her body including become her mouth and can set her tail on fire. The fire that comes out of Miley can melt steel (2500 F). Miley can shoot out fire up to about 2 mins straight. Large fire orbs can get up to 4 feet in diameter and regular fire balls are usually about a foot big but if she focuses really hard she can make a flame come out of one of her fingers and make it work like a blow torch. Her fire bolts and balls can travel about 50 mph. Her fire does not explode unless it comes in contact with exploitable things.
Fire Form: Miley can turn her entire body into fire making her immune to all heat and fire based damage though causes all water and ice based damage twice as strong. This also allows her now to fly up to 100 mph for as long as she is in this form. She can non bleed or be affected by broken bones in this form but when she leaves it she will till have the injures and be affected by them. This for lasts for 3 mins and has a cool down of 3 mins.

Human: Her body in all forms (Except Elemental forms.) works and is near total human so anything that can hurt a human can hurt her. She also on foot can only move as fast and hit as hard as a human so usually at close range unless she produces fire out of her fists she can only attack you like a normal human making her weaker at up close battles than ones that are more far away.

Holy things: Miley can not touch or come within a foot of anything Holy (Like churches, crosses holy water etc.) if she passes that barrier and touches the item she will in any of her forms start to burn like if she had her hand in fire. (This weakness disappears when in her human form.)

Elemental forms: Each form may counter something but also makes her much weaker to something else. These things range from Ice damage does more damage to Fire damage doing more damage to her

Personality:
Miley is usually kind to those who haven't managed to make her dislike them or get annoyed with them. Miley tends to have a soft spot for those with rough pasts or going through rough parts in their lives relating them back to herself. Miley has no real aliment since she'd be willing to work for either side unless it's against someone she cares heavily for but if it's doing that for someone she cares more for than the action shed do on the said person then shed side with that person. Miley has a dark side that she usually doesn't show unless she is angry or in a negative mood or killing someone or something.

Place of Origin: A fire kingdom located in a volcano in the underworld (aka hell)
History: Miley’s father mated with a human hoping for a son that would become the most powerful Feecon ever known and become the new king/ruler of his kingdom. Her father was surprised to see that it was a female baby but decided a female leader would do just as well. Unlike most demons Miley’s father didn't care whether she was a boy or girl but did care about the fact that Miley took after her mother and wasn't (usually) evil like him and refused to be evil like him.

Miley at a young age her father had enough of her not commuting to just being evil and her father locked her up in a dungeon but once the was able to focus enough in her human form she managed to free herself through her ice powers. Miley managed to escape to the upper world aka regular earth by using one of her fathers portals. Miley after arriving joined the titans being one of the founding members but because she had split personalities she ended up leaving

Miley soon also left the city into another one a few states away where she met a boy who helped her learn that she had split personalities and through social interactions helped her only have one personality with no other ones. After this Miley started to work and train at her powers and learned about ice skating which she quickly learned how to do. Even getting to a near professional level allowing her to win money via competitions.

Miley while there also met a little girl with an abusive father and grew close to her. Miley got the girl's father arrested for child abuse and was going to adopt the child but dude to her lack of steady job, american citizenship, and would have been a single mother she couldn't though her friend that she had met there got his parents to adopt the girl. The now 18 year old Miley who had changed a lot since she had left Jump that too like her changed a lot then decided to head back to Jump to meet her friends again and go from there.

Very nice character.

Just making sure, she isn't a fire elemental in full demon form, right? She still has a physical body?

I appreciated the weakness to holy things. Since her powers are fire based, she should also have a serious weakness to water. It doesn't have to completely incapacitate her, but maybe it prevents or severely weakens her fire spewing ability.

Let me know when you've addressed the above, and I will take another look.

she always has a physical body its just when shes using that power her entire body basically catches on fire.
