Powers:
Freezing Touch- With a touch, Grace can freeze an object or person solid. She can almost instantly freeze a limb. While frozen, the limb is obviously useless, and will slow them down. If Grace touches a person for five seconds, she can freeze their entire body. A person who is entirely frozen is unable to move at all. They are not simply encased in ice, their very blood is frozen. The good news is that while frozen, the target does not even need to breathe. The target will thaw suddenly and quickly one hour after being frozen, unless some significant source of heat is applied to them. After being thawed, the target will not suffer any lasting effects.

-Frozen Zone- She can make a circle of ice appear on the ground with a 50 foot radius. This area becomes a frictionless surface, preventing anyone from moving through it effectively. Anyone attempting to walk on this surface will fall over, unable to make any progress without finding something to grab on to. This ice can still be melted by a significant heat source. Someone with super strength could shatter the ice by striking it with intense force. This zone can spread in any direction as far as Grace moves. The zone is created nearly instantly, allowing her to jump out of a boat and land on ice thick enough to walk on.

-Perfect Balance- Grace can walk and even run on frictionless surfaces without slipping. This allows her to move through a Frozen Zone with ease, while her opponents struggle in vain to stand up.

-Shattering Ice- At will, Grace can shatter ice by touching it. Anything that has been frozen can also be shattered in the same way. This prevents her from being restrained by most substances, as she can simply freeze and then shatter it. With an effort, she can freeze a weapon as it strikes her, and then shatter it the next time.

-Immune to Cold- She cannot be harmed by cold, nor can she herself be frozen solid.

Pirate- A bulldog trained to obey Grace’s commands. (The breed might change if the dog dies in combat, but the name will always remain Pirate). Pirate can track targets if given a scent, and is quite dangerous thanks to its impressive speed, strength, and sharp teeth.  

Skills:
Dog Training- Grace can train a dog into her own personal bodyguard. She only ever has one dog at a time. It takes Grace about 2 weeks to train a dog into a viscous soldier.

Weaknesses:
-Fire- Fire beats ice, and is Grace’s biggest weakness. Someone with fire powers or a significant heat source will be able to thaw themselves, and others, out after being frozen solid. Fire can also melt the Frozen Zone.

-Human- Besides her immunity to cold, Grace can be hurt just like any other human.

-Long Range- Grace currently has no effective means of fighting at a range beyond her Frozen Zone.  

Equipment:
Black Collar- It once belonged to Grace’s first dog, Pirate. She was forced to wear it for a year, and it tormented her soul, but now she is so used to it that she feels uncomfortable to have it off. She holds on to it to remind her of the vengeance she must reap from the world.  




Personality:
Cold-hearted and untrusting, Grace hates the world. Many people might think that she doesn’t have feelings, but in reality she just doesn’t show them very well. She is usually frowning. Grace is stubborn, and does not change her mind easily. Because of her own insecurity and the pain in her past, she wants to punish the world. She wants to hurt people in order to make herself feel better. Interestingly, Grace hates this part of herself. She feels as though she’s been corrupted, but that only makes her angrier at the world for stealing her innocence. Grace would say that she loves her sister, but she does little to show it. She shows that love by protecting and providing, and her main reason for doing so is because that’s what she is “supposed to do.”

History:
Grace’s parents produced and sold illegal drugs to a local gang. The family was fairly wealthy, able to cover their tracks well. When Grace was 16, a gang war broke out, and the Morgan family ended up on the losing side. Edward and Bonnie were killed, and their two daughters were kidnapped and imprisoned by the enemy gang. Grace’s pet dog, Pirate, was also shot in front of her eyes. The gang then forced Grace to wear the dog’s collar. For a full year, Grace and her sister were abused, mistreated, and humiliated by the gang.

Finally, their torment ended. A lone assassin wiped out the gang, and freed the two captive girls. The assassin, Kyte Avytrius, gave them some of the gang’s money to survive on, but they were ultimately left to their own devices. Homeless and emotionally damaged, the two teenage girls eventually made their way to Jump City. Grace’s heart had been stained black by the abuse she had gone through, and she now wants nothing more than to punish humanity for allowing her to suffer. She has been out of control of her life for so long that she feels the need to exert her control onto other people. It wasn’t long before Grace adopted a dog and started training it to rip apart human flesh.
Grace will start out unaware of her powers. Once she becomes more aware of her powers, she will travel to Jump City.

With the being able to shatter after touch freezing someone it might be a little more fair to change the freeze touch to a limb being frozen, and a full body freeze to a grab. A head or chest shot would still give her much of the desired effect however.

I'm willing to say that she cannot shatter people or body parts that are frozen. That way she can't murder people by simply touching them twice. Would that be acceptable?

It would, but it would also make no logical sense as to why? Unless maybe some kind of warm blood excuse was given. Or maybe something similar.

True. I have changed a touch to instantly freeze a limb, regardless of reflex. To freeze a person's entire body, she now needs to touch them for 5 seconds. This would most easily be done with a grab. I also changed it back so she can shatter living tissue that has been frozen.
