Powers: Layla can move far faster than the average member of her species, some at or above supersonic speed or even faster, possibly reaching or even exceeding light speed. This power is not without any ill effects however, as it can strain the body, but she has been using her power so much she is immune to the effects of high speed travel including friction and inertia. She can run up to 200 MPH for about 5 minutes.

Another weakness is her fear of Bees, she is DEATHLY afraid of bees and will spazz out when she is near them. If she overuses her power, she is fatigued and can't use it anymore until she rests.

She is a wicked figure but she does have a love life and she can be calmed down, though she is always a killer in the inside. Her personality is evil and she likes it that way.

History:
Layla was born into Steel City, surrounded every with the enviorment of crimes, industrial things, and construction. As she got older, her parents enrolled her in classes that would boost her intelligence because they were evil too. In fact they were crazy, and they weren't the average typical parents even though they loved Layla. The classes were actually helping and soon when she was about 14, she learned how to hack. This class was secret and people didn't know about it but the way she found out was between her parents. She practiced hacking into forums on the computer and then computer games and then she tried her luck on the home security system. Sure, she accidentally turned it off but who would rob one of the most evil families in the city? At about 19, her power went out of control and she went around, super speeding and killed her whole neighborhood. As a penalty, it costed her, her parent's life and the other people's life. As a penalty, the grim reaper told her to kill someone around the world and that's exactly what she did. All the way to Asia, Japan, then Africa, slaughtered a lot of people and it was soon worldwide, but the only way to win her parent's lives back was to do some good, even though it disgusted her.

Layla moved throughout the city in a blur which was ironic considering that was her name with just one r short. "Gotta keep moving. Don't stop.", she said to herself as she stopped at an abandoned warehouse. Opening the doors, dust greeted her and a machine stood in the middle of the room and weirdly, it wasn't dust-covered which meant that it must have been recently moved here. Cautiously, she moved over to it and just kicked it, to see if it would work. It turn on, the machine's buttons and skin glowing in different colors. Jackpot.., she thought to herself as her fingers danced across the machine's keyboards. Hacking. She was finally hacking something that would prove her useful. Layla then finished the hacking process and stuck a flashdrive into the machine and things were downloading into it. The lights flashed on in the warehouse, blinding her for a moment and she saw thugs rushing at her. Didn't they know better to rush at the infamous Blurr? Obviously not as she used her speed to run around in a circular motion, holding her fist out and knock them all out. Except for one who ducked and stuck his foot out, resulting in Layla sliding on her face which hurt. "Ah..I see we have an actual smart one,", she said with a cute smile and wink,"but not that smart.", she ended the sentence while rushing toward the man and ramming him into the wall. He slammed into it and was knocked unconscious just as some beeping signaled the downloading was done. She ran over to the machine, grabbed the flashdrive, and ran out of the warehouse, thinking, What a bunch of idiots. Crime always pays.

First, what's her top speed, you imply light speed and that's way above what is allowed, top is usually 1000. I'm guessing she can't do other speedster like things since she isn't a speed force conduit. Why isn't she affected by inertia and does that include running into things and turning. I'm guessing by 'not affected by friction' you mean air friction because...unless she can only go in straight lines, that's how you turn and get going.

There has to be some other aspect to her personality other than 'evil'

endurance and stamina are sort of the same thing in this situation and if either are superhuman they are powers.

Her history doesn't fit. Even in Gotham you couldn't kill so many people and not have the league after you, not to mention the specialized forces in DC. Steel is also right next to jump and the titans exist. So killing so many people isn't really a problem.

The DC embodiment of death is canon and can't be in an application...especially since she only killed a few hundred people at absolute max. Death doesn't pay attention to just anyone. To put it in perspective, Darksied is one of the select few she has looked at. He is currently busy trying to gain her favor by killing everything....everything in the universe. Again, if she goes across the world killing people in large numbers, league will put her down.
