Powers:

Pyrokinesis:
Itazura posses the ability of pyrokinesis, allowing him to generate and control flames. He is limited in this ability, however, as once he starts a fire and gives it its initial direction, he can no longer control it. So far, he utilizes this power offensively in three ways.
The first is a fire blast that expands out of his hand, growing six feet tall and three feet long and wide, however it will only cause minor burns on an opponent's body if they are within the blast radius.
Itazura's second attack is a small flame bolt that travels up to 15 feet at seven feet per second. While this bolt is only about three inches long and an inch thick, it can cause an intensely painful (albeit small) burn on contact with an opponent's skin, and light objects like dry wood on fire.
His third attack engulfs his fists in flames for thirty seconds. On contact with an opponent, the fire will burn his opponent if it hits bare skin or set fire to any easily-burned clothing (cotton, wool, etc).

Sub-Power: Heat Immunity
One side-effect of Itazura's powers is that he cannot be burned or melted.

Mechanical Eye: Itazura's left eye has been replaced with a mechanical eye. The eye's primary function is a facial recognition system to help Itazura identify another person as a hero, vigilante, or villain. If a face comes up unrecognized, Itazura can choose to have the eye take a picture of the person's face and add them to his database. Apart from these systems, the eye also provides two view enhancements that can be activated by thought.

Sub-Power: Night Vision
The first of the camera's view enhancements allows Itazura to see in the dark. The camera auto-adjusts for elevated light sources, preventing him from being blinded by sudden light flashes.

Sub-Power: Tracking
The second enhancement uses radio waves to tag and track people within a 25-foot radius of Itazura, even if they are behind walls or other solid objects. The eye will display these people as red outlines in Itazura's vision.

Endurance: Itazura has better endurance than an average human, and is able to last longer running or fighting without wearing himself out.

Skills:

Self-Defense: While Itazura may not be a master in martial arts, he has learned enough to defend himself in a fight against an opponent in hand-to-hand combat, assuming they keep their attacks simple.

Weaknesses:

Water: While a few drops of rain are not enough to deter Itazura, if he is drenched in water, he will be unable tto use his pyrokinesis.

Mortal: While Itazura can't be burned or melted due to his powers, anything else that would kill a human would kill him.

Vacuum: Fires need oxygen to continue burning. If an opponent can get Itazura into an oxygen-deprived area (such as a vacuum or a vortex), he will be unable to generate fire.

EMP: While Itazura's mechanical eye has been modified so that it cannot be permanently damaged by an EMP, the pulse will disable the gadget for one minute, leaving Itazura half-blind.

Personality:

When acting as a civilian, Itazura acts like a typical teenager would. He enjoys hanging out with friends as opposed to being alone, and sometimes tries a little too hard to fit in with everyone. When working as a hero, his personality changes quite a bit. He will take on a much more professional attitude in an attempt to accomplish his goals. He has no problem working with other heroes, however if one happens to be unregistered, he will finish the current task before attempting to turn the vigilante over to the police to be registered.

Strengths:

Level-Headed: Itazura is able to keep calm under high-stress situations. This helps him to make better decisions, as opposed to other who might panic and end up in more danger than he would.

History:
Itazura had a normal childhood, living with his parents who owned a small store in Jump City's Midtown. Itazura grew up unaware of his powers until he was thirteen years old, when he was attacked by muggers on his way home from school. As they held him up against an alley wall, flames sprouted out from Itazura's hands, burning the criminals and frightening them away. It was at this point that Itazura decided that he wanted to be a hero, however he recognized that he was too young and poorly equipped.

Two years of martial arts and power training later, he considered himself ready to start small, stopping simple thieves and muggers. Around two more years later, Itazura had registered with the new government and was taking on harder task. Things were going well until he stopped by his parents' store one night and found the place wrecked. Apparently, an unregistered metahuman had stopped a robbery there, destroying most of the merchandise in the process.

Enraged by this, Itazura changed his focus. Instead of just going after criminals, he would start going after unregistered vigilantes as well. To do that, however, he decided he need one more piece of equipment. After the announcement of the metahuman serums, Itazura searched for a group of scientists working to make their own serums for more offensive purposes. In exchange for a sample of his DNA, Itazura received a new mechanical eye that would help him find unregistered heroes and improve his odds in a fight. With his new tech, Itazura was ready to start his new hunt.

Only issue I saw was endurance. If your above human, it's not a skill it's a power. But you only have two powers and can have three. So just switch it and you're golden.
