Powers:

Blue Energy Conduit - The Blue power ring basically allows anyone with an immense amount of hope emotionally coursing through them to create anything their mind can hope to ever think of; in essence the ring allows the wearer to create virtually anything he puts his or her mind to. This includes some electromagnetic energies, radiation, heat, light, and powerful blasts of concussive force. The ring can also create fields of force formed from Blue energy of hope, which has an infallible connection to the universe and is the most powerful emotion. The limitations of such use of the ring are only the knowledge and imagination of the user. EX:

Sheilding; Either in the form of a force field or protective aura which allows protection and flight in space, underwater, and in some extreme cases such forces like lighting and lava as well. In addition to generally being able to deflect against large amounts of concusive force; including car crashes, explosions and bullets, but again that is only when focused and depends on condition of wearer.

Constructs; The ability to create anything the mind can perceive, fire, buildings, vegetation, water, animals, armor, etc...However, these constructs are not indestructible and depend on the wearers level of hope in the situation they will be strengthened or weakened. Even then they cannot hold up against constant bombardment for too long and are not strong enough to shatter anything harder than steel without serious effort or hold up more than a city bus.

Flight; The ring allows the user to travel at speeds up to as fast as 720 mph when traveling across country or in space, but generally any other time usually will not travel faster than 380 mph. This also does not translate into super peed or bullet dodging. The top speed of a Green Lantern is only a fast as he can perceive things or think, but his body will not necessarily keep up with his mind, however, a ring's construct can.

Universal Translator; The ring has logged in every species language in the known universe since it is directly connected to the universe itself and thus all living things. In addition to this feature, it works as a long range walkie talkie; being able to receive messages from other lanterns in 3D format even and from their home world as well as piggybacking on radiowave frequencies.

Emotional Manipulation; The ring can manipulate the emotions of other beings to a degree. Lessening rage, removing fear, quelling avarice, strengthening willpower, supporting hope, and igniting love. It can also sense other strong emotions near by.

Limited Regeneration; The ring can heal cuts, bruises and burns. As well as provide casts  or slings and a bit of accelerated healing, plus numbing effects for broken limbs as well while protecting such wounds from infection.

Material Alteration; The ring can conceal small objects on the wearer's person as well as change their clothing to fit their needs. This includes hats, jackets, etc. As a quirk Mark tends to wear a lot of blue and sometimes will be bold enough to wear the symbol of the corps on his clothing.

Enhanced Bodily Functions; The ring allows the user to breathe in otherwise unsuitable atmospheres like the ocean, outer-space, and even inside of a volcano. More over it provides light in dim areas, keeps the body warm in cold climates, and other such things that would inconvenience the wearers natural physiology.


Weaknesses:

Willpower Symbiosis; Hope is the most powerful emotion in the emotional spectrum, but without willpower to enact it the blue power ring cannot function at optimum levels. It needs the aura of green willpower, supplied by a Green Lantern ring to be in close proximity to it; otherwise, the ring will only allow limited abilities as compared to other Lanterns. In a way this is Mark's main weakness; he cannot fly at light speed, lift bridges or planes and resist the gravitational pull of the sun, which is standard for any other officer of corps. spectrum.

Inability to kill; Blue Lanterns as you can imagine are very pro-life. Therefore their rings cannot kill...Anything! Not even a fly could be snuffed out by their constructs. Instead the constructs will produce enough force to bring the subject in question to near death or within an inch of their life, but will still be able to survive.

Dampening Hope; If Mark begins to doubt even in the slightest bit or feels anguish, his constructs will weaken considerably. Usually his shields can block bullets, but should he begin to doubt a shield will quickly crack and constant bombardment will shatter it.

Power Distribution; Since Blue Lanterns need Green Lanterns or "will" to power their rings the blue ring tries to compensate by spreading it's energy around. For example, usually 50% of power goes to defense and 50% to offense.  However, should Mark create a giant construct like a castle he will have no minimal shielding at best and cannot move while it is up unless inside the large construct. And vice versa for when he is defending against a huge attack or is shielding a large area he cannot move around or start attacking other things whiel defending, he must focus or his construct will falter.

Recharge Protocol; There comes times where an energy siphon or over exerting himself can dry out the power rings energy and when that happens Mark becomes a normal human until he is able to recharge the ring via getting to his power battery. Ring only lasts for about 24 hours without recharge and only 18 if used constantly during that period.

Head Trauma; Messing with any Lantern's mind will cause their constructs to be unformable or weak and convoluted. Concussions, migraines, mind control, interference with thinking, drawing away focus, etc. Anything that can block a thought or render a Lantern temporarily unable to focus his mind will weaken everything the ring can do.

Light Reaction; Another small, but nonetheless annoying hindrance occurs whenever the user of the ring feels a strong emotion. He or she will glow more adamantly and will generally just glow quite a bit when normally in uniform as well. This gives away their position a lot and can be bad if needing to keep a low profile or use strategy.

Habits/Quirks:

Mark loves to roleplay, write short stories, doodle, draw a bit, design outfits and characters. Basically he's really imaginative and it shows. During his free time he will sit around and just think or tell stories to people about his family and fantasy tales to his siblings. His imagination also helps him think of plays when playing sports, due to him being able to envision in his mind how it should all play out.

Personality:

Mark Rowan is a happy go lucky guy despite all the bad things that occurred in his early life and his less than stunning upbringing. He doesn't sit around and pout about how hard life is, he dreams of a better tomorrow. In fact, girls quite like Mark due to how well he listens to their problems and is able to cheer them up directly afterwards usually by acting goofy, being silly, or cracking a joke; cory and dumb they may be. Mark doesn't just rub over women the right way, but anybody really. He could have been adopted a long time ago, but likes taking care of his adoptive family. Mark gets along with teachers, gang members, mafia, you name it; everyone likes this kid. Mark is a beacon of hope and joy in everyone's life.

History: Mark Rowan's life up until now could be described as a typical tragic story for most young African American teenagers. Mark's father abandoned his mom before he was born and then his mother died giving birth to him. However, she had been homeless at the time and had no identification so instead of being given to family he was released into foster care. Mark was raised in foster care his whole life and at about the age of fourteen he decided that he didn't want to leave. He had found his calling in taking care of his many adoptive brothers and sisters of all races and backgrounds. At age 16 he helped his adoptive parents Luke and Maria run the the shelter via buying clothes and groceries, cooking for the kids, taking care of new arrivals, being a shoulder to cry on, even helping with homework. All the while he still went to school, worked many odd jobs, and played multiple sports. Mark was a super big brother and one hell of a human being, which is why Ganthet, former Guardian of the Universe, felt he was destined to run into him.

Ganthet, once Guardian of the Universe and now Guardian of Hope, was accompanying the Green Lantern, Kyle Rayner to Earth for an important meeting with the Earth's Greatest heroes involving a threat from the Red Lantern Corps. However, on the way there they were ambushed by four of the Rage Lanterns and during the battle Ganthet was knocked into Eatrth's atmosphere where he crash landed in Jump City. He was followed by two of the Red Lanterns as well. Meanwhile, Mark Rowan was riding his bike home from High School and noticed what looked like a blue meteor falling from space and landing in the junkyard. Mark suspiciously went to see what it was that had landed so close, a decision that would change his life forever. For upon arriving at the crater sight he found Ganthet unconscious. Most would've ran or went to try and find help, but Mark couldn't leave Ganthet there wounded. Instead he slipped into the crater and checked on the little blue alien's wounds, even going as far as to give the extraterrestrial water in the hopes that it would revive him.

Unluckily for Mark, the Red Lanterns stumbled upon the human helping Ganthet and attacked him. Mark ran of course, while one gave chase and Ganthet revived to fight the other. Eventually Mark was cornered by the Red Lantern and was told to beg for his life, but Mark never gave up hope and refused to forfeit his life. Instead, he sprung a clever trap and caused a pile of junk to fall on top of the Red Lantern, which in turn pinned him down long enough to be carried into a compressor. Of course this did not permanently defeat the red lantern, but it stalled him long enough to allow Ganthet to come and rescue the boy by laying waste to the Rage Lantern himself.
