Powers:

Teleportation - Though she has minimal control of it, Ellie can teleport to some degree. Ranging from an inch to a mile, Ellie has teleported over several different occasions although she won't admit it. This power is almost impossible for her to use and he must train it, and as such never uses it. Without proper conditioning, Ellie requires breaks between teleports, and these vary depending on the distance, although an instant cool down for teleporting really isn't any better than walking. The longest break she could need is about 30 minutes inbetween the big jumps. She can usually do constant teleports 6-7 times before the power gives out entirely for hours on end.

Luck Manipulation
Ellie seems to have a knack for staying alive. Is that all there is to it? Well no. Each timeline has several different occurrences, and Ellie has a subconscious sixth sense that points her toward ones that keep her alive. This leads to her finding food, medical supplies, or simply changing the outcome of her teleportation pattern.

Weaknesses:

She's a 14 year old girl dude...Perfectly murderable and a nice target. She also cannot swim. Because she lacks this major skill, it is entirely possible that she could accidentally teleport into the deep end of a swimming pool and be to panicked to get herself out.

Equipment:
Switch-Blade
Ellie carries around what is easily an illegal switch blade. She keeps the 6 inch blade very sharp and the 8 inch grip is comfortable enough in her hand that it is her primary weapon.

Needle
Ellie uses this and random string she finds to stitch up her wounds. Naturally she cleans and sanitizes first. She isn't an idiot. This is just her favorite needle for the job.

Backpack
A backpack Ellie wears everywhere that holds all of her stuff.

Tape Recorder
An old tape recorder she found in the trash that works very well. It keeps logs for her and helps her feel less alone.

Sketch Pad/Pencil
Ellie is a decent artist, and she finds pieces of paper and adds them to her sketch pad. It gives her something to do when she isn't salvaging.

Joke Book
A small 20 page book that Ellie carries around. It's filled with absolutely terrible puns and jokes that serve the sole purpose of making her smile.



Personality:
Ellie is very bright for a girl her age with minimal schooling. She adapts to situations well and is above all else a survivor. 

Living on the streets where manners and values deteriorate by the day, Ellie is rash, impulsive, temperamental, and isn't even remotely phased at the thought of using violence as a means of survival, or using profanity as a means of expression. She does however seem to possess a strange innocence, having seen some of the worst of the human nature and powering through it.

Ellie is as stated, quite clever. She will take orders when needed, but comes up with her own plans of action and maintains her own "turf" among the gangs of Jump City.

Ellie obsesses over different items she steals and collects, including music and books. She reads enthusiastically and frequently and she has difficulty hiding her excitement of new and more interesting "finds."

Ellie has a mild case of monophobia, which is the fear of being alone. While she lives this fear, she counteracts it by helping others or drawing and reading. These help her connect to the world and lessen the burden the fear leaves on her.

History:
As a child, Ellie was relatively normal. Her family was by no means well off and she honestly didn't have much going for her. But she was a bright girl and that got her places she normally wouldn't reach in terms of grades and social settings. This was of course until Richard snapped.

Ellie's father was a drug addict who would commonly lash out against his family and the then 6 year old Ellie thought nothing of it, as her mother had raised her for. This changed, of course.

After a particularly nasty failure at rehabilitation, Richard killed his wife Lilly. It was a brutal murder that was referenced in court settings several times over the years and ultimately landed him a life sentence after a year or so. But in the midst of it all, Ellie knew what had happened, and Richard knew what she knew.

Richard used his own daughter as a hostage for a full year, torturing and abusing her, which is the origin of the scar over her eyebrow and several other marks on her body. Escape only came when Ellie accidentally teleported herself miles away while being pummeled and physically abused by her father.

Realizing what had occurred and that she was free, Ellie went into a state of panic as well as relief. She was confused by it all, and attempted to reuse her powers, but the little girl couldn't manage and she was out on the streets.

With no body to recover and the confession of her father, the JCPD was lead to believe Ellie had been murdered as well. Sliced to bits and thrown about randomly. This left Ellie free to live her own life away from the spotlight as a small and dim beacon of safety to the wanderers of jump city.

Make sure it's actually rare for her to use the power since you state that it's nearly impossible!!

As far as the teleportation I need a minimum cool down on this. As in if she teleports an inch while fully rested how long before she can do that same distance again.
